Buses are inexpensive and remain one of the best ways to travel around the city. Express buses also link Estonia's cities together; visiting businesspeople, however, do not normally use them.

The tram system in Tallinn reaches every part of the city. Though crowded at peak periods, it is a quick way to get across town. Taxis and hired cars should be used for attending important meetings.

You can purchase public transportation tickets at newsstands for EEK 10, or at a slightly higher rate (EEK 15) directly on board from the driver immediately upon entering the front door. A ten-ticket booklet costs EEK 80. Passengers must validate their tickets on board immediately after embarking.  Look for the validation machine and insert your ticket for the requisite time stamp. If caught without validation, you can expect to pay a fine. Buses, trolleys, and trams operate from 6a.m. to 11p.m. and use the same tickets.

'Tallinn Card' holders have unlimited use of the public transportation network, free sightseeing tours and admission to museums and main sights of the city, and discounts at restaurants and shops. The cards come in 6-, 24-, 48-, and 72-hour increments (available for EEK 90, 250, 300, and 350 respectively). Contact the Tallinn City Tourist office to purchase.
